In Japan’s 2024 Survey on Satisfaction and Quality of Life, a national questionnaire answered by 10,482 people, Haruka Kato of Osaka Metropolitan University went looking for a specific group: the 5,645 respondents who live in small and medium-sized cities, municipalities of under 200,000 people. He then matched each person to the population trajectory of their own city and asked a question most well-being studies skip. Does living in a shrinking place change what makes life feel satisfying?
The backdrop is stark. Of Japan’s roughly 1,600 small and medium-sized cities, 1,470 are shrinking, about 91% of them, and 705 are losing people at a rate of 6% or more. The hollowing out gets worse with distance from metropolitan areas, a spatial divergence documented across decades of Japanese municipal data. Japan is the first hyper-aged nation to depopulate at this scale, which makes it, in the study’s framing, a laboratory for what other advanced economies will face in coming decades.
Kato’s analysis, published in the journal Cities, used hierarchical linear modeling, a technique that separates what belongs to the individual from what belongs to the city. Each respondent rated their life satisfaction on an 11-point scale and scored their satisfaction across 13 life domains, from finances and health to housing, community, and caregiving support. The model then tested cross-level interactions: whether the importance of each domain shifted with a city’s population change rate. The exercise sits inside a policy debate called Smart Decline, the idea that cities with no realistic prospect of regaining people should stop chasing growth and instead protect the well-being of the residents who remain.
Decline Alone Barely Moved the Needle
Population decline did carry a penalty, but a modest one. Lower population change rates were statistically associated with lower life satisfaction, yet the rate on its own explained just 0.5% of the variance between individuals. A shrinking city is not, on average, a miserable one.
The more interesting pattern surfaced in the interactions. As decline intensified, two domains grew in predictive weight. For working-age adults, satisfaction with work-life balance became more strongly tied to overall life satisfaction. For older adults, it was caregiving support, a domain whose association actually flipped: mildly negative in stable or growing cities, where it seems to register the burden of needing care, it turned positive in the most fragile cities, where support becomes something whose presence is prized and whose absence is felt sharply.
“Our study suggests that Smart Decline policies should move beyond a narrow focus on physical right-sizing and compact city strategies,” Kato said. “For adults, this may mean investing in digital infrastructure and remote-work environments that expand access to economic opportunities beyond the local labor market. For older adults, it may mean stabilizing long-term care costs and supporting household caregiving arrangements.”
Remote Work Paid Off Only Where the Local Economy Faltered
The sharpest result came from a follow-up analysis of seven work arrangements. In cities with stable or growing populations, fully remote workers reported life satisfaction no higher than anyone else’s, and some hybrid arrangements fared worse. But as a city’s decline steepened, the association for fully remote work turned increasingly positive. The pattern reads like a decoupling. In a shrinking city, the local job market is often fragile, thinned out by years of industrial drift. A resident who earns a living entirely online draws income from a labor market that does not depend on the town’s fortunes at all, a logic rural economic developers in the United States have also seized on. Remote work, the authors write, behaves less like a lifestyle perk and more like a lifeboat: unremarkable in calm water, valuable precisely when the local economy is taking on water.
Whether this is cause or selection, the data cannot say. The survey is cross-sectional, a single snapshot from 2024, so it cannot establish whether remote work protects well-being or whether satisfied people simply sort into it.
Sampling is the second soft spot. The survey reached people through internet panels, a method that, as survey methodologists have long warned, can miss exactly the residents this study cares most about: older adults in depopulating towns who are not online. The effects, though statistically consistent, are also small.
For Older Residents, the Anchor Was the Cost of Care
For older adults, the strongest thread ran through money and care. Satisfaction with long-term care costs was a powerful predictor of life satisfaction in the oldest group, and its importance grew as shrinkage intensified. Kato interprets this as a psychological anchor: in a city where falling tax revenue raises doubts about whether welfare services will survive, predictable care costs steady people in a way that goes beyond the yen saved. A spouse’s work situation mattered too, fitting Japan’s high employment rate among older adults, with older couples often caring for each other.
The study’s closing warning is about who gets to hold a lifeboat. If remote work becomes the main buffer against decline, shrinking cities could split into a “digital gentry” earning globally while living locally, and a “local precariat” of essential workers and residents without digital skills, left exposed to shrinking services and stagnant wages. An equitable Smart Decline, Kato argues, would build buffers for both.
